Qatar dissolved the 1916 treaty and became independent on 3 September 1971. The narcotics decree-law of 1966, amended in 1972, stayed in force until Law 9 of 1987 replaced it. The new state's 1971 Penal Code and criminal procedure code were the codes the 1987 drug law later referred to.[1][2]
