The Hamas-led legislature in Gaza passed the Narcotics and Psychotropic Substances Law No. 7 of 2013. It punished use and possession with three to fifteen years and a 5,000–20,000 dinar fine, trafficking with five years to life and a 20,000–40,000 dinar fine, and allowed death or life for aggravated trafficking, including repeat offences. PCHR says the law was enacted without legal basis; Gaza's courts have applied it.[1][2]
