By May 2022 the Home Ministry had sent a concept paper on medicinal cannabis to the Law Ministry, with support from the health and finance ministries. A Home Ministry official said the plan was to research whether cannabis could replace methadone and other opioids, and that any change would begin with medicinal use, not recreation. The paper had not become a bill, and the government said it had no plan to legalise hemp cultivation.[1]
