On 10 November 2025 the Gandaki government presented a bill to regulate cannabis cultivation for medicinal and industrial use. The assembly sent it to a thematic committee with amendment proposals five days later. The draft proposed nine kinds of licence, a cannabis regulation board and fees from Rs 5,000 for an application to Rs 15 million for import and export; it still had to pass the assembly and clear federal-law objections.[1]
