Gandaki's provincial assembly passed a bill to regulate cannabis cultivation for medicinal and industrial use on 9 July 2026. The bill set a 0.3% THC ceiling, a three-stage licensing system and five-year licences, and kept unlicensed growing under the 1976 narcotics law. It went to the province chief for authentication, setting up a constitutional fight over whether a province may regulate a crop the federal law treats as a narcotic.[1][2]
