On 23 February 1990 the Supreme Court of the Kirghiz SSR issued guidance on drug theft, manufacture, trafficking and possession. It warned that courts had convicted people of supply only because the amount was large, and told judges to consider confiscation, compulsory drug treatment and the quality of the investigation. The ruling was replaced in July 1995, after independence.[1]
