Moscow's 1974 drug decree makes small possession a fine and names Chuy hemp

A Presidium of the USSR Supreme Soviet decree of 25 April 1974 kept basic drug supply at up to ten years, raised aggravated supply to six to fifteen years, and made growing the banned southern Chuy and other hemp varieties punishable by up to five years. It also turned small possession without intent to supply into an administrative offence with a fine of up to 100 roubles or, in exceptional cases, up to 15 days' arrest. The decree told union republics to amend their criminal codes, and the Kirghiz SSR code's drug articles were amended in the following years.[1]
