The Supreme Court's Plenum No. 1 of 2 February 2001 set out how courts should handle drug cases. It defined acquisition, storage, manufacture, transport and supply, and said supply includes gifts, exchanges, debt payments and loans and is punishable regardless of amount. It treated sowing or planting prohibited plants as a completed offence from the moment of sowing. A new plenum replaced it in November 2025.[1]
