Kyrgyzstan’s harm-reduction workers warn against unaffordable drug fines

Harm-reduction workers warned that the fines planned for the 2019 justice reform could push people who use drugs further into debt and prison.[1] Ranar Foundation lawyer Denis Kucheryaviy described a man who had served three years after a case involving 3.5 grams of hashish and was struggling with an unpaid fine and missing identity documents.[1] Harm Reduction Network head Sergey Bessonov called for alternative penalties and effective treatment.[1]
