Kuwait's tougher anti-drug law takes effect

The Cabinet approved the law on 29 October 2025. It was issued as Amiri decree-law no. 59 of 2025 (numbered 159 in one law-firm note), merging and replacing Law 74 of 1983 on narcotics and Law 48 of 1987 on psychotropic substances, and took effect on 14 December 2025 according to the law-firm note. It allows death or life imprisonment for traffickers, dealers and intermediaries, with fines of up to two million dinars. The Cabinet's version introduced random drug tests for public employees and tests for people applying for a driving licence or to marry.
