The Council of Ministers approved an 84-article draft decree-law merging the 1983 narcotics law and the 1987 psychotropic-substances law. It kept death or life imprisonment for trafficking, set fines up to KD2 million, and added drug tests for some public jobs and licences. The draft went to the Amir and was not yet in force.[1]
