The Drug Control Headquarters communicated a directive allowing industrial hemp to be grown under supervision. Farmers may grow certified seed below 0.3% THC with a licence from the provincial Jihad Agriculture organisation. The directive rests on Article 28 of the Single Convention and Article 2 of the Anti-Narcotics Law, under which growing cannabis without intent to produce drugs is not a crime. Cannabis above 0.3% THC for medicine follows the rules for the opium poppy.[1]
