An Iranian news agency reported a proposal to regulate the cultivation of the poppy and of cannabis through state monopolies; the council, which makes Iran's drug laws, had discussed it without approving it. The same month an international conference on addiction in Tehran held a panel on regulating and legalising cannabis, and Saeed Sefatian, who leads the council's working group on reducing demand, set out steps towards it in a lecture. Cannabis use had been rising since the 2000s, with plants grown on city balconies.[1][2]
