Adults aged 21 and over could use cannabis on site at Common Wealth Cannabis in Garapan, reported open on 16 August after receiving a lounge licence in July. Customers could bring their own cannabis or buy it at the adjoining shop, while staff checked identification at the entrance. The venue extended the 2018 legalisation beyond home use after the first retail shop opened that summer.[1][2]
