Belarus separates repeat small possession from first administrative cases

Index score

813

+5 points

The Belorussian SSR introduced a separate offence for repeated small-quantity acquisition or possession without intent to supply, after an administrative penalty within the previous year. The preceding Soviet amendment provided a first-case administrative tier, including a fine, corrective labour or exceptional arrest up to fifteen days. Repeated small possession could still bring up to two years in prison.[1][2]
