Read the federal 1974 decree and separate 1987 amendment, the reproduced former republic code,
the replacement-code commencement law, SHERLOC’s code and the Belarusian bar’s 2025 explanation.
The republic code’s annotations date the personal-handling offence to 31 October 1974, and the
repeat-small-possession article to 31 July 1987. The earlier federal dates are kept distinct.
Added the missing small-possession administrative interval and replacement-code transition;
possession is 1 before the 1987 easing, 3 during the administrative/repeat-crime interval, then
1 under the replacement code. Current scores are unchanged. The 1974 article replaces a
Wikipedia-only account. The old republic gazette and original 1999 code printing remain useful
archival leads; the accessible copies are later reproductions/consolidations. No claim that
today’s 2025 sentencing options applied in 2001 is made. The bar confirms review is not automatic.
