Timor-Leste: fill missing sections, add tables and 10 history entries

Add recreational, hemp, driving, black-market and arrest sections, fold away products, and state the 5 g/2.5 g/1.25 g threshold explicitly with possession and cultivation tables. Say plainly that no medical programme exists, correct the 2017 conviction to suspected cannabis and the 2022 parcel to live seedlings, and add 10 entries from 1997 to 2026.
