+## Ghana
+
+The Narcotics Control Commission page of 31 July 2026 was read. Director-General Maxwell Obuba Mantey presented the first cultivation licences to MG Adom Limited and Juliopta Limited, for cannabis of no more than 0.3% THC for industrial, medicinal and research purposes. Recreational cannabis remains illegal. This is later than the March 2026 launch of the licensing programme, which already has its own entry. The profile now names the two licensees. Possession stays at 2 and cultivation at 1.

+Resolution 69/2026 was read on the official text. It was adopted on 2 September and published on 3 September. Article 12 puts it into force 30 administrative working days after publication. The agency's hemp page says applications open during October. Argentine administrative holidays were not counted, so the history date is October 2026 and not a calculated calendar day, and not 3 September.

+Resolution 41/2026 was read on the official text. It was adopted on 26 June and published on 30 June. It licences seeds, seedlings and cuttings for medicinal use until 1 March 2027, and it excludes flowers and derivatives. Article 16 puts it into force on the tenth administrative working day after publication. That calendar day was not calculated. The two resolutions are separate entries.

+The Congressional Research Service In Focus IF13136, updated 28 September 2026, was read. Congress passed Public Law 119-103 on 2 September 2026. It delays part of the new hemp definition until 11 December 2026. The exclusion of cannabinoids the plant cannot produce naturally stays effective on 12 November 2026. The service says the law was passed. The profile no longer says it was signed. National scores are unchanged.

+
+The Chamber page for Proyecto de Acto Legislativo 017/2026C was read. It was filed on 20 July 2026 and is still in committee. The Supreme Court's July 2026 congressional digest lists it as Gazette 863 of 2026. That digest does not date the gazette as 28 July, so the history date is the filing date. It is a constitutional proposal, separate from the ordinary bill that had a first committee vote in May. No score change.

+The Department of Health and Senior Services variance page returned a 403, and the same address opened as a blank document. The 21 October variance is taken from an MMJDaily article of 23 October that attributes it to the Division of Cannabis Regulation: low-THC genetics for licensees, effective 12 November, with the two-inch presumption and the seed rule under section 195.900. The 28 September guidance on House Bill 2641 was not opened, so it was not added. The entry is a state event and does not move the national score. Personal seed and plant rules are unchanged.

The articles and annex figures used here come from the official-journal extract of Commission Regulation (EU) 2026/1828: adopted 28 July 2026, listed in the Official Journal daily view for 29 July, in force on the twentieth day after publication, and applicable from 1 January 2027. Hemp leaves for water infusion are capped at 40 mg/kg of delta-9-THC equivalents, and a ready-to-drink infusion at 0.02 mg/kg. The history date is the application date. The entry has no country, so it stays an international event.
