Zimbabwe opens applications for hemp-based CBD medicines

The medicines regulator began accepting applications to register hemp-based CBD products as complementary medicines in the second quarter of 2022. A July circular explained the requirements to licensed producers, manufacturers, traders and retail pharmacists. The regulator’s annual report records two manufacturing applications and one manufacturer licensed after inspections in early 2023.[1][2]

Zimbabwe’s medicines regulator began accepting applications for hemp-based CBD products as complementary medicines in the second quarter of 2022. A July circular explained the requirements to producers, manufacturers, importers, exporters and retail pharmacists. Businesses could seek approval for individual products through the existing medicines-registration process.

Cannabis production licences had focused on exports

The 2018 regulations had created licences for medicinal and scientific cannabis production. According to the medicines regulator’s 2022 annual report, cannabis produced under that system was for export, with local use limited to research and development.

The report recorded fifty-nine production and research licences issued by the time of its review. Inspection findings showed farms at different stages: some had cannabis growing, some were under construction and others had no development.

The new CBD application route concerned the medicines people might eventually obtain through regulated supply, alongside that agricultural production system.

Product registration used the medicines rules

The Medicines Control Authority of Zimbabwe described the change in two parts of its annual report. Its cannabis section identified circulars issued during 2022 inviting applications for hemp-based CBD complementary medicines.

Its product-evaluation section said applications had begun in the second quarter and that the July circular explained requirements under existing complementary-medicine guidelines. The authority’s evaluation work assessed the quality, safety and effectiveness of medicines.

For businesses, this meant preparing an application for a particular product and meeting the regulator’s requirements. Retail pharmacists were among the groups addressed in the guidance.

Manufacturing permission was another step

Two processing sites submitted manufacturing-licence applications during 2022. Both were inspected in the first quarter of 2023, and the annual report recorded that one company had received a pharmaceutical manufacturer’s licence restricted to complementary medicines.

That was a separate licensing step from registering a finished medicine. The report’s account follows businesses through applications and inspections, showing the work needed to build a regulated supply chain.

It also places the CBD initiative in the regulator’s broader effort to support local pharmaceutical manufacturing and improve the availability of medicines.

In July 2023, the criminal code adopted an industrial-hemp definition at no more than 1% delta-9 THC by dry weight. The amendment covered plant parts and derivatives within that definition.

The CBD initiative developed through medicines regulation while hemp definitions and growing permissions developed through other laws. Together, those routes shaped how producers, manufacturers and pharmacists could participate in Zimbabwe’s emerging cannabis industry.[1][2][3]
