Decree 282/2025/NĐ-CP took effect on 15 December 2025, setting a warning or VND 1–2 million fine for drug use, VND 5–10 million for an individual growing fewer than 500 cannabis plants and VND 10–20 million for an organisation, with the plants destroyed. It also penalises teaching others to grow cannabis and allows deportation of foreigners. The decree restated administrative sanctions; it did not change the criminal thresholds.[1]
