Washington, DC temporarily changes medical-cannabis licensing and enforcement

Emergency Act 26-391 took effect on 30 July. It extends conditional medical-cannabis licences to up to three years and permits a zoning certificate instead of a certificate of occupancy in a permanent-licence application. A conditional licence still does not authorise cannabis trading or production. The Act also extends specified enforcement and summary-closure powers, with notice and hearing procedures. The regulator’s 31 August announcement says the emergency measure lasts until 28 October 2026; continued operation beyond that date requires a successor measure.[1][2]
