A new regulation set the first dedicated rules for growing hemp flowers and leaves to make medicine. Companies applied to the Soil Products Office (TMO) in October, needed a TİTCK production-site permit, and had to grow in secure indoor facilities with cameras and guards; the harvested active ingredient could be sold only to licensed buyers or exported with permits. Universities and research institutes could get separate permits for breeding and research. The 2026 hemp regulation repealed and replaced these rules.[1][2]
