The Act on Measures for the Suppression of Offenders in an Offence Relating to Narcotics was published on 27 September 1991 and took effect the next day. It created a Narcotics Asset Examination Committee, allowed seizure and forfeiture of proceeds and property used in narcotics offences, made conspiracy a separate offence, and increased penalties for officials involved.
