Narcotics Act No. 3 of 1987 added Section 93 bis, punishing encouragement of another person's unlawful use of category 5 narcotics, including cannabis, with up to one year in prison or a fine up to 10,000 baht. The amendment also distinguished drug use from dependence in its definitions. It was signed on 23 December, published on 28 December and commenced the following day. This added an ancillary offence within existing cannabis prohibition, rather than introducing the original ban on use or supply.[1][2]
