The 12 June amendment, promulgated on 21 June 1973, rewrote Article 4: any drug addict could seek court or police-ordered treatment before the crime was discovered and escape punishment after a verified cure — replacing the 1955 version, whose one-month self-report window had lapsed within weeks of the law.[1][2] Article 9 on use was reworded without changing its ranges: one to three years for cannabis smoke, with treatment first for addicts and death for a third offence.[1][2]
