The full 36-article revision renamed the Narcotics Elimination Act as the Narcotics Hazard Prevention Act. The actual 1998 text divided drugs into three categories and placed cannabis in the second. Article 10 prescribed up to three years for second-category use; Article 11 set up to two years, short-term detention or a fine for possession. Articles 20 and 23 provided observation, detoxification and compulsory-treatment procedures. These are the historical provisions, rather than a description inferred from today's statute.[1][2]
