Revised Article 11 retained up to two years, short-term detention or a fine for basic second-category possession, but prescribed six months to five years and an optional fine up to NT$700,000 where the statutory pure-net-weight threshold of twenty grams was reached. Cannabis remained in the second category. The amendment replaced the earlier general quantity-aggravation clause with specific offences. It was promulgated on 20 May and took effect six months later; the threshold was not a lawful personal-possession allowance.[1][2][3]
