The 2003 statutory revision took effect after a six-month delay. For use offences involving first- or second-category drugs, including cannabis in the second category, Article 20 allowed observation and detoxification for up to two months, followed where required by compulsory treatment lasting six to twelve months. Article 23 required release and non-prosecution after completion, but repeat use within five years of release went to prosecution. This revised an existing treatment system rather than legalising cannabis use.[1][2]
