Swaziland's chief justice sets dagga sentencing bands

Boy Phiri was caught with 14.85 kg of dagga worth about E700 and fined E300, with two thirds suspended — an effective E100. On review the Chief Justice replaced the fine with three years in prison, eighteen months suspended, and laid down sentencing bands: personal-use amounts normally mean a fine for a first offender, wholesale suppliers face at or near the maximum even the first time, and even a social supplier handing out joints may earn a non-custodial sentence.[1]
