Law 7,560 established FUNCAB within the Justice Ministry, managed by the Federal Narcotics Council. Its revenue included federal allocations, donations, controlled-drug fees and fines, and proceeds of forfeited drug-trafficking assets after a final decision, preserving victims' and good-faith third parties' rights. Spending covered prevention, treatment and recovery as well as enforcement against use and trafficking. It financed the existing drug framework rather than creating a cannabis offence.[1]
