Article 5(XLIII) directed legislation to make illicit drug trafficking non-bailable and ineligible for grace or amnesty. Original Article 243 required expropriation without compensation of land containing illegal psychotropic crops, for settlement and food or medicinal cultivation, and confiscation of trafficking assets for treatment and enforcement. These provisions covered cannabis trafficking and illicit crops within the wider drug framework; they did not create a new personal-possession offence.[1]
