Law 23 revised the Penal and Judicial Codes and took effect on promulgation on 30 December. It prescribed five to ten years for illicit drug cultivation or supply and one to three years plus day-fines for the general illicit-possession offence. A new provision required only security measures for medically assessed dependent users with a small personal dose. The law restricted bail in drug cases but included exceptions for marijuana possession and use, and for proven small personal-use quantities. It also created the national commission for studying and preventing drug-related offences. These were revisions within an existing drug-control system.[1]
