Article 4 of Decree 3788 directed that drugs held for distribution or sale be punished under Article 33 of Law 30 even when the quantity did not exceed the personal-dose threshold. This implemented the statute's existing distinction between personal consumption and supply; it did not create a new cannabis quantity limit or exempt small sales. Article 60 made the decree effective on publication, recorded as 31 December 1986 in Official Gazette 37746.[1]
