Colombia's Constitutional Court distinguishes personal consumption from trafficking

In judgment C-689/02, the Constitutional Court upheld the challenged provisions of the 2000 Penal Code, including cannabis plantation and drug-trafficking offences. It rejected the argument that protection of personal consumption required decriminalising production and commercial supply. The judgment maintained the distinction between a personal dose and trafficking rather than withdrawing the earlier constitutional protection for personal use.[1]
