Singapore narrows the mandatory death penalty
Courts gained discretion to impose life imprisonment instead of death on a qualifying drug courier who substantially assists the authorities or whose mental responsibility was substantially impaired. The substantial-assistance route also requires at least 15 strokes of the cane; the impaired-responsibility route does not.
