INCB mission finds cannabis grown across wide areas as Senegal drafts a master plan

An INCB mission visited Senegal in September 2000 and found the new government, in power since April 2000, willing to meet its treaty obligations and finalising a comprehensive national drug-control master plan.[1] Cannabis was cultivated in large areas throughout the country, particularly in the south, and the authorities had seized cannabis plants and made large seizures of cannabis; the Board encouraged continued action against cultivation.[1] The national narcotics laboratory had grown into a regional training and reference centre for identifying and testing substances.[1]
