Saudi Arabia abolishes discretionary flogging

The Supreme Court ended flogging as a ta'zir punishment, the category used for drug offences, and directed courts to use prison, fines or alternative penalties instead. Capital punishment and long prison terms under the anti-narcotics law remained available.
