Rwanda widened judges’ power to reduce sentences when they accepted mitigating circumstances from 5 December 2023. Life imprisonment could be reduced to at least fifteen years, down from twenty-five, and fixed prison terms of six months or more could fall to half the offence’s minimum sentence. The general rules also allowed fines to fall to a quarter of the statutory minimum and community-service sentences to be suspended.[1][2]
