Rwanda places cannabis in its highest drug category

Rwanda’s health ministry expressly listed cannabis with cocaine, heroin and opium in the highest narcotics category when its classification order took effect on 11 March 2019. The 2018 criminal law tied that category to a statutory life sentence and a fine for unlawful production and supply activities. The order also allowed controlled medical and research use under the drug-control law.[1][2]
