Nigeria's military government issues the Indian Hemp Decree
Months after taking power, the military government replaced colonial-era fines with some of the harshest penalties in the world: at least ten years in prison for possession, and death or 21 years for growing. The death penalty was later removed, but long mandatory sentences remain.
