The Territory of New Guinea restricts cannabis extracts

The Dangerous Drugs Ordinance treated extracts and tinctures of Indian hemp as dangerous drugs, prohibited their unlicensed import and limited licences to medicinal purposes. The restriction covered the former Territory of New Guinea, not yet the whole of present-day Papua New Guinea, and did not create a general offence for locally grown marijuana.
