Japan's 1930 report to the League of Nations records the 1922 regulations for opium, morphine and cocaine: manufacture, import, export and possession were banned except for licensed physicians, dentists and pharmacists, with up to a year's penal servitude or a 200-yen fine. The rules named opium, morphine and cocaine, not cannabis. They are the state of the law in 1930, not proof that no local rule touched cannabis.[1]
