The 1930 postal guide told senders that foreign parcels containing ganja, bhang, charas, hashish or other intoxicating hemp preparations required special import authorisation from the Director of Health Service.[1] The rule appeared among articles prohibited from import through the foreign parcel post, recording a cannabis control before the 1933 cultivation law.[1]
