The General Health Law replaced the 1973 Sanitary Code. Article 234 listed cannabis, its resin, preparations and seeds as narcotics. Article 237 prohibited the activities listed in Article 235 for cannabis in any form, derivative or preparation, covering cultivation, possession, trade and consumption. Article 238 allowed authorised institutions to acquire the listed substances solely for scientific research with an approved protocol. This consolidated an existing prohibition; it was not Mexico's first cannabis ban.[1]
