Macau’s new rules allowed licensed chemical and pharmaceutical businesses to seek authorisation to manufacture controlled medicines, including substances in the cannabis table, while prohibiting cultivation of scheduled plants.[1] Supply to patients went through pharmacies or hospitals and special prescriptions.[1] The law completed the lawful-supply side of the 1991 drug reforms and took effect on 1 August 1999.[1]
