The criminal law policy subcommittee of the Saeima resumed talks on whether small-scale use of soft drugs should stop being a crime while remaining illegal. Its chairman doubted that punishment cures addiction. The interior ministry was opposed; the health ministry and the head of the narcology service leaned towards treatment. More and more people were being punished repeatedly for use: one person had been fined fifteen times in a year. In 2019 courts convicted 1,370 people of drug crimes and 3,203 received administrative penalties.[1][2]
