The National Assembly's amendment to the 2007 Law on Narcotics, promulgated on 9 August 2021, replaced the definitions of prohibited narcotics and controlled chemicals in Articles 9 and 10. Article 9 names cannabis among the most dangerous and addictive prohibited drugs and leaves the full list to regulation. The amendment did not change the Penal Code's cannabis penalties; in 2026 the Ministry of Public Security cited it as the basis for a new list.[1][2]
