Parliament passed rules making possession of suspected drug-offence proceeds punishable by two years in prison when the holder could not give the court a satisfactory lawful account. Police gained power to arrest without a warrant for that offence, and courts could order forfeiture.[1] Attorney General Michael Takabwebwe said a recent drug-import and possession prosecution had exposed the need to target drug profits.[1]
