Under Attorney General Directive 1/98, a first offence of possessing up to 7 grams of cannabis or cannabis resin could be dealt with at a Parish Hall enquiry by a written caution, conditional on attending a Drug Awareness Course, instead of going to court.[1][2] Possession stayed a crime; what changed was where a small first case ended.[1] The Attorney General replaced the guidance in 2015, raising the caution amount to 15 grams.[2]
