Jamaica proposes heavy penalties for ganja trafficking

Amid reports of large-scale organised export of ganja, apparently partly in exchange for guns, Michael Manley told the House that the people behind the trade came from the best residential areas, not the ghettos. A bill introduced in April 1974 proposed life imprisonment for trafficking in opium and cocaine and much harsher penalties for ganja trafficking.[1]
